新加坡旅程中, 曾光顧兩間經濟型的海南雞飯店:
文東記海南雞飯(Boon Tong Kee Pte Ltd); 天天海南雞飯(Tian Tian Hainanese Chicken Rice).若果兩者從肉質和雞飯相比, 天天(Tian Tian)較好, 有雞飯味道, 海南雞份量較多。
從賣相相比, 文東記(Boon Tong Kee)的金字型飯較特別。但海南雞無雞皮, 飯旁的辣醬很辣。要雞髀另加S$1; 要加三磚炸豆腐仔另加S$1。

Singapore Food - Ka Kun Kaya Toast

This traditional Singapore breakfast comprises of eight small pieces of toast, one half-cooked egg, and a cup of coffee, tea, or half-coffee/half-tea. What's special about the toast is the spread, called Kaya, which is made of egg, sugar, coconut milk, and pandan (a leaf local to Southeast Asia).

Of the many eateries that offer this traditional breakfast, the most famous is Ka Kun Kaya Toast - a must-go destination for tourists. When you visit one of the many branches of Ka Kun Kaya Toast, either order a set breakfast or order the items separately. Here are the prices when we visited:

新加坡式的早餐通常是八片多士, 一碗半生熟雞蛋, 加一杯咖啡。
特別之處除了半生熟雞外, 還有多士裡的醬料, 由椰奶和雞蛋製成的果醬, 又稱Kaya。
亞坤早餐店, 也是必去的一個景點, 那兒的咖啡和奶茶香濃可口。

Singapore Food - Bak Kut Teh

Another must-try food in Singapore is Bak Kut Teh - a soup made with Chinese herbs and pork bones. However, after we tasted it, it was not really that special - other than the little bit of garlic taste, it tasted very similar to traditional Chinese soups we often have.

Note: You may be given a dish of soy sauce - it is for the pork meat, not for you to pour into the soup!!
Before we left Singapore, we bought several packets of Bak Kut Teh soup flavorings (about S$2 to S$3 for each packet); there are several kinds and brands.

新加坡飲食-肉骨茶

聽聞新加坡其中必試的肉骨茶(Bak Kut Teh)很美味, 品嘗過沒有什麼特別, 只是多了粒蒜頭, 味道有點像當歸杞子豬骨老火湯。
注意一點: 肉骨茶旁邊那碟是醬油, 用來"點"豬骨, 並不是倒進湯裡!
在新加坡買了肉骨茶包回家煲自家湯。(肉骨茶包+豬骨數件+杞子+龍眼+當歸一片+連殼雞蛋兩隻+數粒去皮蒜頭)相信我煲的美味得多。

左思右想﹐都是"鬼佬"最貼切

在香港用"鬼佬"這詞語﹐是否歧視﹖不清楚。要視乎說者和聽者分別的心。無人能夠絕對猜測別人心﹐故是不是歧視是由第三者基於猜測的決定﹐不會亦不能是事實的全部﹐故絕不公平。

但撇開歧視﹐"鬼佬"是不是最貼切的詞語﹐筆者覺得絕對是。"鬼佬"這形容詞語一出﹐說廣東話(及有些其他語言)的人馬上知道在形容什麼人。有其他詞語做得出這個效果嗎﹖筆者考慮過以下幾個替代詞﹐但覺得它們都有不足。

"西方人"﹖ 形容歐洲人很好﹐但美國加拿大澳洲人呢﹖美國加拿大在中國的東方(計最短的距離)﹐而澳洲則在中國的南方。用"西方人"辭不達意。

"外國人"﹖確實包括了歐洲美國加拿大澳洲人﹐但亦包括了日本韓國印度非洲和其他國家很多很多的非"鬼佬"。

"白人"﹖ 用顏色來形容人﹐將人分類﹐豈不是更有歧視性嗎﹖在美國生活多年的筆者知道有很多貌似白人的人其實是歐洲人和中南美洲裔的混血兒後代。他們重視自己的中南美血統和文化﹐大多不認為自己是"白人"(white或Caucasian)。

"八國聯軍的後裔"﹖八國聯軍包括日本在內。日本人絕不是"鬼佬"。

"歐洲北美洲澳洲及其他面貌相似的人"﹖太長了。況且﹐一個住在歐洲的韓國人也絕不是"鬼佬"二字形容的目標。

再者﹐在近期一美國電影(Balls of Fury)中﹐其中一角色不斷用"鬼佬"二字來稱呼片中白人主角。既然"鬼佬"觀眾們也可以接受片中主角被稱呼為"鬼佬"﹐我們又何必批評家人朋友及其他香港人用這詞語呢﹖故意不用這二字會不會有點兒虛偽﹖

思前想後﹐除非能夠找到一個正確又達意的詞語﹐都是不要再批評別人用"鬼佬"二字。始終﹐"鬼佬"最貼切。

Singapore Souvenirs - Yakult vs. Vitagen

A popular souvenir in Singapore is a sweet yogurt drink by either Yakult or Vitagen. Each pack (one pack contains 5 bottles of different flavors) is about S$3. This drink is especially popular for tourists from Hong Kong because the special flavors are not available in Hong Kong.

Important: If the yogurt drink is stored in a refrigerated area at the supermarket, be extra careful about the time you make the purchase and how you store it so it does not go bad. (When we visited Singapore, we kept the previously refrigerated drinks in a regular bag from 11am to 9pm without spoiling the drinks.)

If you want to bring the drinks on the plane as carry-on items, you have to put them inside a 1-liter clear plastic bag (per travel regulation). If they don't all fit in the clear plastic bag, they will be confiscated by airport staff. To be on the safe side, bring a box for the drinks and put the box in the check-in luggage.
Yakult (100 ml per bottle) - This is the brand commonly seen in Hong Kong.

Red lid: Original Flavor

Vitagen Less Sugar: This is a different brand - not found in Hong Kong. It also comes with the various flavors as Yakult.

去新加坡必買手信不少得Yakult or Vitagen乳酸飲品。每條(1條5樽)約S$3。

要注意多數商鋪和超市已把乳酸飲品雪藏﹐在攜帶方面小心容易變壞。(我們的經驗: 11:00a.m. - 9:00p.m.仍未變味) 雖然可以擦散放入保鮮袋跟身帶上機﹐避免倒漏, 盡可自備一個膠盒子放進喼裡。

Yakult益力多, 每樽100ml

紫色蓋掩: 提子味
綠色蓋掩: 青蘋果味
橙色蓋掩: 橙味
紅色蓋掩: 原味

Vitagen Less Sugar維他精, 此牌子不是香港常見的「益力多」﹐是另一牌子的乳酸飲品﹐亦有幾種味道。

When you visit Singapore, consider buying some Singapore-only instant noodles as souvenirs. Each Nissin 5-pack package is about S$1.85 at the supermarket.
Each KOKO black pepper crab flavor 5-pack package is about S$2.3

Both the Nissin Laksa and Tom Yam flavors are made in Hong Kong. We wonder why they are sold in Singapore only?

Singapore Souvenirs - Fong Moon Kee

One famous tourist spot in Chinatown is Fong Moon Kee, an old store on Sago Street that sells medicine oils and ointments. Even if you are not into medicine oil, stop by and take a picture.

All the staff are old men in their sixties and seventies. One can only wonder what will happen to the store once these men retire.

旅遊書提及一個景點位於牛車水Sago Street一間老字號的藥廠:馮滿記席莊。

藥油或藥膏熱賣包括:千里追風油﹐對風濕或關節酸痛有用的；萬應驅風油﹐傷風感冒一擦就靈的；鎮痛膏﹐專治跌打損傷；荳蔻膏﹐蚊蟲咬傷；以及回春膏﹐富貴手、香港腳等皮膚病。價錢約為S$2-10元不等。

走進店內﹐擺設簡單、濃濃的藥油味與年近古稀的老闆和員工﹐讓人一瞬間以為回到數十年前。

踏出門口一刻﹐我們不其然地覺得﹐當這店的員工退休後﹐商店將列為古蹟。

We didn't buy too much souvenirs from Singapore though we did get some Merlion mini-sculptures and a Singapore keychain from a stall on Sago Street in Chinatown. The Merlion mini-sculpture is S$3 each, and the keychain is $S0.5 - both were cheaper than souvenirs in Hong Kong.

We don't remember the location of the stall where we purchased except that it was run by a very friendly Malay or Indian young man.

In Little Arab, we saw many unique perfume bottles, with attractive shapes in various colors though they were rather expensive. When purchasing souvenirs, it is important to consider how to bring the them home safely (these fragile perfume bottles will probably be difficult to take home).
We asked the locals where the durian specialty store was but we were told that January was not durian season (summer is the seaon for durians) , so the store was closed.The only thing we could do was to buy some durian cookies and dried durian from the Cold Storage supermarket.

The Durian Cookies (S$5.1) have a weak durian taste - not worth the price. The Fruit King Durian 4 in 1 (S$3.45) has a nice strong durian taste - we regret not buying more.

Even now, we don't know when summer is in Singapore, since the weather is about the same all year round.

去旅行手信不可少。
在牛車水Sago Street買了一些新加坡匙扣和魚尾獅像做手信。該鋪手信較抵買。魚尾獅公仔像為S$3一隻﹐匙扣為S$0.5。 價錢比香港女人行的香港手信經濟。
鋪頭位置不太清楚﹐祗記得有一名貌似馬來或印度年輕男子看舖﹐他很友善。

在亞拉伯區Little Arab見到特色香水瓶﹐款式和顏色很吸引﹐但價錢蠻貴。
買手信要考慮的因素不止價格﹐還有是不是容易攜帶? (質料很薄很易碎!!)
另外﹐查問當地一間傢俱舖人員﹐榴槤專門店位置在哪兒。原來一月份沒有時令榴槤選購﹐據當地人告知夏天才有榴槤熱賣。惟有走到Cold Storage(即香港惠康)選購榴槤乾貨作手信罷了。
本人覺得Durian Cookies(S$5.1)榴槤味不重--不值得買; Fruit King Durian 4 in 1 (S$3.45)味道特濃可口--後悔沒有多買幾包。

到現在我們還不清楚﹐哪月份才是夏天。

Singapore - Sun Protection

Before we went to Singapore, we checked the weather report and found that it would rain in there during our visit. Because of that, we didn't bring our sun screen with us. We should have!!

Soon after we arrived at Singapore, we went to a Guardian store (local pharmacy) in the MRT station to buy a bottle of sun screen. However, it was too expensive (S$14-15). Next morning, we went to a supermarket called Cold Storage and bought a bottle of Nivea sun screen (because this was the most inexpensive one - S$11.90). The Nivea sun screen was not very good - as our skin wrinkled quite a bit after the trip. In the past, we used Banana Boat sun screen against stronger sun and no wrinkle resulted.

Sun screen products in Singapore cost about the same as in Hong Kong. Of course, when Wal-mart (USA) runs a sale, sun screen is up to 1/3 cheaper than in Singapore. Also, there is a much wider selection of sun screen products in the US.

新加坡需知-防曬必備

去新加坡﹐後悔無帶防曬用品 - 因為天氣報告說當地下雨。以為做好功課的我們卻不知道新加坡的天氣在下雨時太陽也會很猛烈。

到步後連忙走到MRT站外一間Guardian(即香港萬寧)想買一枝太陽油﹐但因為覺得太貴(S$14-15)﹐所以沒有買。翌日早上到了Cold Storage(即香港惠康)﹐買了一枝Nivea太陽油(因為這個最平 - S$11.90)。覺得這個牌子不好﹐去完新加坡後皮膚皺了很多。之前用Banana Boat曬很久太陽都不會皺皮﹐相信Nivea防曬功能比較弱。

在新加坡買防曬用品價錢與香港相比差不多。當然美國的Wal-mart減價時候還要便宜1/3﹐而且選擇比較多。

The New 7th Storey Hotel, located close to Little Arab district, is about a 3-minute walk from the Bugis MRT station. You can walk to many local restaurants, shops, malls, and a supermarket within 5 minutes. With acceptable sanitary level, convenience, and reasonable rates, it is an excellent choice for budget traveler. However, do note that most rooms do not have their own bathroom; if you want the Deluxe Room, which has its own bathroom, you should probably book the room at least one month ahead.

This is a picture of the 3rd-floor common bathrooms at the New 7th Storey Hotel. Gentlemen on the left and Ladies on the right - with cold and hot water. Though they are common bathrooms, we did not have to wait once to take a shower during our 3-day stay.

Also, if you need a hairdryer, you can borrow it from the check-in counter. Just return it when you check out.

Direction：Upon exiting the gate at the MRT Bugis Station (EW12), you will see a Guardian pharmacy. Take a right and then another right. Go up the escalator. Turn and walk in the opposite direction for about 1 minutes. There, you will see a crosswalk (DO NOT cross the street). Instead, turn right and walk one block (about 2 minutes); cross the street at the traffic light and you will see the DHL balloon. The New 7th Storey Hotel is right next to the DHL balloon.

新七層樓酒店﹐位於新加坡小阿拉伯區附近. 交通方便﹐醫肚話咁易。清潔程度可以接受﹐價錢算便宜﹐是一個好選擇。但大部份房間都沒有自己的廁所﹐要訂到有自己廁所的Deluxe Room相信要早一個月或以上。

此乃New 7th Storey Hotel, 3/F共用洗手間及浴室。男左女右﹐設冷熱水供應。我們入住幾天未遇爭用洗手間情況。
另外, 需要風筒的人士, 於check-in櫃檯借用, 退房時一併交還。

黃福全對《淫褻條例》的釋法是否有法律效力﹖還是純粹他個人意見﹖

在報看到警務處助理處長黃福全對《淫褻及不雅物品管制條例》釋法﹐很想知道他的釋法究竟有沒有法律效力。還是他的所謂釋法只是他這一刻的個人意見﹖

(現在暫不提警務處長鄧竟成是不是應該去學習一下法例﹐畢竟他是香港執法的領袖。居然連近期熱門的《淫褻條例》也不清楚﹐真是有點丟臉。對其他比較冷門的法例﹐他豈不是一竅不通﹖)

既然警務處長鄧竟成對藏有淫褻照片是不是犯法不清楚﹐要一個下屬來解釋法例﹐會不會將來有需要針對某人的時候派另一個警務處助理處長用另一個觀點來釋法﹖

黃福全不是法官﹐他的釋法究竟有沒有效。即使有效﹐口頭釋法有效嗎﹖還是要他簽一張正式的法律文件承認負責才能令市民覺得有多一點安全感﹖否則﹐假如將來法院決定他今天的釋法無效﹐他一句"我不是法官"便可以將他的錯誤推得一乾二淨。難道他會因為做錯了說錯了就引咎辭職嗎﹖

又一次覺得藝人裸照案裝修工人不准保釋是大大的不公平。既然至今他的信用卡案仍未起訴﹐為幾張相要一個人無理坐獄八星期真是天大的不公平。嘆息的是現在說什麼也沒有用。試問有哪個裁判官會承認自己做錯呢﹖即使更高的法院認為他對得不對﹐在法律上﹐他並沒有犯錯﹐只是法律的見解有別吧。

國際刑警主席被控貪污。香港警方要求國際刑警幫助是否貶低香港﹖

國際刑警主席Jackie Selebi(他亦是南非警務處長)最近被南非政府控告貪污。希望國際刑警其他官員比主席廉潔。

否則﹐因為香港警方因藝人裸照案而高調要求一個近期由被告貪污主席帶領的國際刑警幫助豈不是貶低了自己和香港的身份。被人批評同流合污就不好啦﹗真不想香港警方不明不白被捲入"不廉潔"風波。千萬不要浪費ICAC多年來漂白警隊貪污型像的努力。

聯合銀行開戶口送"如意金鼠"的條文

剛剛看到TVB三藩市台聯合銀行(United Commercial Bank)的開戶口送"如意金鼠"廣告﹐好像很吸引。覺得沒有那麼着數﹐立即上網看看有沒有什麼細小的條文。去到聯合銀行website看看條文﹕

原來真的沒有那麼着數﹕
1. 金鼠是24K包金的﹐不是全金
2. 金鼠當作US$66的利息﹐要交稅。

如果是我﹐一定情願要US$66現金多過一個包金飾物。假設自己要交的稅是20%,豈不是自己要付US$22來買這隻金老鼠﹖

好彩check清楚﹐否則去到銀行才失望﹐又浪費油費。

什麼是上載﹖什麼是發放﹖藝人裸照的源頭是X冠希嗎﹖

藝人裸照案中﹐警方昨天和今天拘捕多名與一間中環電腦公司有關的人。據稱﹐Mr. X早前將他一部電腦拿去該電腦公司維修﹐懷疑相片在維修期間被盜竊。假設那是事實﹐那不是指藝人裸照的源頭就是Mr. X自己嗎﹖還是Mr. X在電腦的相片只是普通生活照 - 被捕人偷Mr. X的相只是想用他的頭樣來移花椄木﹖相信Mr. X也可以說是一個名人﹐他的相片在網上很容易找到﹖偷Mr. X的普通生活照來剪出他的頭樣似乎有點不合情理。

相信一個合理的人都會覺得Mr. X電腦的相不是什麼普通生活照﹐而是藝人裸照案中的藝人裸照。假如這是事實﹐Mr. X豈不是源頭嗎﹖

首先強調的是本人認為即使Mr. X真是源頭﹐本人支持Mr. X拍攝私人照片的權利﹐覺得Mr. X 並沒有犯錯 - 或許是違反不合理法例但沒有犯錯。拍攝和收藏自己和朋友在知情下的所謂不雅相片究竟錯在哪裡﹖淫褻審查處的標準反覆無常﹐常人不能猜想理解 - 也許在不久的將來女士在相片中露手臂和面也被定為不雅物。

假如藝人裸照與Mr. X無關﹐他當然是受害者。假如Mr. X因為與藝人裸照有關而觸犯法例﹐他更加是受害者。)

究竟什麼算是上載﹖什麼算是發放﹖上載最簡單的意思是將資料從一個電腦放上另一個電腦。當一個電腦連接另一個電腦就變成一個網(現代的相機和手機也稱得上是電腦)。除非Mr. X用電腦直接拍照﹐否則他便需要將那些相片從一個相機或手機上載到電腦﹖從新聞報導﹐筆者覺得警方檢控疑犯的立場是"上載等同發放"。那麼當Mr. X將相從相機上載到電腦﹐他同時間也在發放相片。如果Mr. X電腦藏有的確是藝人裸照﹐那麼也有上載和發放﹐即是他也犯法了(雖然他犯的是絕對不合情不合理的法律)。

還是要有第三者看到裸照才算是發放﹖假如有人在旺角派發一個封了的信封﹐信封裡是不合法的淫褻裸照。如果所有人收到信封後立即將它丟去﹐那派發人能不能被告發放淫褻物呢﹖據鄧竟成之前所言﹐假設藝人裸照只是藏於Mr. X相機﹐警方暫時不清楚Mr. X有沒有犯法。但當Mr. X從相機上載相片到自己電腦﹐繼而被第三者(電腦維修員)看到﹐那麼Mr. X豈不是變成發放那批相片的人﹖當然﹐那維修員是偷了Mr. X的相﹐但這看來並不是藝人裸照案的重點。假如Mr. X電腦有藝人裸照﹐Mr. X便是上載和發放源頭。

當然﹐警方的立場一向是保護名人。一想到現在警方最精於的是選擇性檢控便覺得警方會檢控一個名人的機會差不多是零。取易不取難﹐一想就知道一些沒有反抗力的非名人是最輕易的目標﹐檢控時沒能力以名和利來反抗。在美國居住多年的筆者看過讀過亦聽過美國警方和檢控部門隨意毆打殺害冤枉陷害市民。近年自己開始留意香港新聞﹐看到七一遊行﹐覺得香港警方比起外國有禮貌﹐行為較合理﹐不會濫用暴力﹐對香港警方很欣賞。但近期看到警方的"黑客隊伍"合法地偷入市民電腦和通訊﹐對警方的印象大打折扣。

註﹕"黑客"這個詞語來自英文的"Hacker"﹐"Hacker"本就沒有貶義﹐只是電腦user和programmer的意思。

鄧竟成的"有可能犯法"究竟是什麼意思?

今天早起床看新聞﹐頭條又是藝人裸照案。聽到鄧竟成說警方要咨詢法律意見才知道移花接木的相片是不是犯法 - 聽到覺得很可怕。試問一個做了數十年警察的鄧竟成也不清楚法律﹐一個普通市民又怎可以知道呢﹖既然鄧竟成也不知道犯法的標準(或是不肯分辨一個行為是不是犯法)﹐也許法例的不清晰只是一個用來公報私仇或"砌人生豬肉"的漏洞。

什麼是"可能犯法"﹖鄧竟成的不明確的答案間接強迫市民(有意或無意地)以身試法。這公平嗎﹖公道嗎﹖如果藏有裸照"可能犯法"﹐請問出版三級雜誌或在街上報攤販賣三級雜誌是"犯法"還是"可能犯法"﹖如果XX日報內印有可能不雅的相片(我說"有可能不雅的"﹐因為政府擁有分辨不雅物的最後決定權)﹐是不是擁有或藏有該報也可能犯法(當政府裁定該相片為不雅後)﹖還是犯不犯法的標準在乎於那擁有人是不是得罪了政府官員(不論公仇還是私仇)﹖或視乎於有沒有名人或大商家投訴﹖還是視乎當時某某案件需不需要找一些"替死鬼"﹖或是視乎那人是否一個容易受到警方和律政處威嚇而又沒有反抗能力的中下層弱勢社群﹖

做警察真幸運﹐有權有勢﹐工作穩定﹐福利又好﹐言論又不用負責任。現在貪污少了﹐但能"攞正牌"在警局收藏研究名人淫褻裸照﹐相信很多人也會視其為給予警務人員額外福利的一種吧﹖不知近日是不是有大量休假警員消假回警局協助分析裸照呢﹖相信他們一定帶了大量紙巾(不要心邪-並不是用來抹口水。只是在猜想一班像清純廉潔正人君子一般的警方人員一看到淫褻裸照必會覺得世風日下﹐道德淪亡﹐定必暗暗痛心流淚﹐用紙巾抹眼淚)。

打擊言論自由﹐屈膝於商人下並不太可恥 - 自保是人之常情。濫作理由(用保護大眾利益"這個說來好聽但實際性低的理由來高調滿足大公司的投訴)來掩飾不合理的行為才是真正的可恥和下賤。

藝人裸照案涉案人不准保釋令人質疑港法律公平性

藝人裸照案第一個被捕涉案人不准保釋﹐原因是"因為案件嚴重﹐定罪後可被判監禁"。案件嚴重與否﹐見仁見智。至於因為"定罪後可被判監禁"所以不准被告保釋﹐這個理由根本就不合理。大部份刑事案定罪後都可被判監禁﹐難道那些被告全都不准保釋嗎﹖

早前助理廣播處長張文新醉酒駕車被捕獲准以五千元保釋。醉酒駕車可傷害市民性命﹐保釋後的被告再醉酒駕車絕不稀奇。難道大眾市民的性命也不如幾張不知真假的不雅照片嗎﹖當然﹐裁判官們必定會說兩案件不一樣﹐不能相提並論。但明眼人都容易明白兩案最重要的分別就是在醉酒駕車一案中﹐被告是名人﹔而在藝人裸照案中﹐被告是普通人﹐而受害者則是大公司屬下的明星。

一個名人醉酒駕車(一經定罪，最高可被監禁三年)獲准保釋﹐一個裝修工人就要在監獄內過新年(最終罪名成立不成立也已坐獄最少八星期)。難道這就是政府常說的"法律下人人平等"嗎﹖動物莊園(Animal Farm) 又一次說對了﹕

譯﹕所有動物都是平等的﹐但有些動物比其他動物更平等。

究竟中下階層何時才能變身為"更平等的動物"呢﹖

資訊科技年代容易"砌人生豬肉"﹔科技鑑證需要真正獨立

資訊科技日趨發達﹐有否想過這可能變成新世紀"砌人生豬肉"的工具呢﹖

以前要"砌人生豬肉"﹐要將違禁品放在目標的身上﹐屋裡﹐車上 - 很容易留下伸冤的證據和線索(假設法官不是同謀也不是傻的)。

現在科技發達﹐可以遙遠地"砌人生豬肉"﹕找一個黑客便可。或更簡單﹐製造一個合法理由﹐充公你的電腦後﹐將不法相片放在電腦。神不知﹐鬼不覺。藏在電腦內的"不法相片"不實質又不易質疑﹐對一個不精通科技的法官來說﹐警方電腦科人員說什麼法官便信什麼。(看了近期幾宗有關互聯網的案件後﹐很明顯那些法官根本不明白電腦科技和術語。)如被告沒有資源聘請電腦專家﹐定罪是必然的結果。不知道這種冤案是否經已發生﹐但這想法亦不可說是天方夜譚。

在這個年代﹐要市民對法治有信心﹐香港和世界各地需要真正獨立的科技法證組織團體。如果控方的電腦鑑證由警方或有關的政府部門全權負責﹐那麼兩者的關係實在太親密了﹐令市民質疑其公正性。
